The “industry-standard” Comprehensive Plan, designed around award-winning-documents, are appropriate for certain cities, yet can be extremely intimidating to smaller cities.   Most firms have a “boiler-plate” template that is used regardless of a community’s needs, resources, staffing levels, or sophistication.
